This report tells us one of two things: 1) the government-military axis is structurally brutal and mendacious, or 2) one or more parts of the military is brutal and mendacious and the government has neither knowledge of nor control over it/them. Either we're purposefully traipsing 'round the world, blowing things up and rewriting history behind us, or the most powerful force in the world is capable of operating without oversight.
